It's not that easy, because it would imply to completely review the XML
layer of ozone. The current implementation is based on (the outdated)
OpenXML written by Assaf Arkin. Currently it's not possible to retrieve
encoding information because this is very vendor specific. :-/

The proposed "new" XML layer would include storage of any desired
encoding in ozone but nobody started an implementation yet so you
can't expect to get something working in near future.
