You are right. Granting lock (WRITE) access for a all users without granting
READ access doesn't give much sense. However, it's possible to do so because a
user may have READ permissions because of the group permissions. I thought
it is a good idea to let the programmer do whatever is needed for any 
application type. On the other hand, if you don't want to mess with access
rights, you can just use OzoneInterface.Public (which is AllRead|AllLock) and
you are done.
