Do you use the link with a trailing '/'?
If not, does it change something if you use the trailing '/'?
A download without this '/' says that the document was moved to the location
with the trailing '/'. Netscape does not have any problems to download such
documents, Lynx gives a message but downloads the document too. Maybe IE
has a different behaviour?
So please try this link: http://cvs.smb-tec.com/cgi-bin/cvsweb.cgi/ozone/
